Funny Finnish Parking Laws
Today I got parking ticket worth 200RM or 40euros. It was not fun at all, I felt like I was cheated.
Here is my full complaint back to the city council.

I am student and studying at Jyvaskylan ammattiopisto and our schooling time is more than 6 hours per day. I am commuting to school by car during winter and I have been extending my parking time, when it is expire. Example: My school starts at 8:30 and we have 10 min break after every 105minutes class, we all change the time during our break. I have been doing this for more than a month, and nobody charge a penalty nor at least warn about it. I was so surprised to get a penalty today whereby I called the center and was informed that I am not allowed to extend the parking hour at the same parking place. She suggested me to change the place with some other friend to avoid getting penalties.
As a resident of Jyvaskyla, I am appealing against this penalties fees on the following grounds:
1.I got my license in June 2009 to drive, and during the driving theory lessons, nobody informed me about the above situation, whereby I have to change the parking place with others during two hours period.
2.I have been living in Jyvaskyla, Finland for almost two years and nobody informed about this enforcement nor the Jyvaskyla city council provided me detailed information of what are the rights and prohibition for parking a car. Especially for new immigrants like us, who has little information about Finnish parking laws.
3.As a student, 40 euro penalties fees is almost 10% of my basic income for a month.
4.This is my only first penalty and as well as first time know such information on such prohibition of parking laws.
5.The law enforcement officer should warn first, as there are many foreign drivers do not even aware of this.
6.There are two lanes of unlimited parking next to the 2 hr limitation place. There is a one big van parked for over 2 months in those unlimited parking area. We all student aware of this, yet no enforcement officers remove the car for the students. Does the unlimited parking place for the unused car to be parked forever?
7.The parking rules and regulations should be made for easing the congestion, saving the environment, fuel and time. The above situation does not prevent any of those.
Student who need parking place for more than 6 hours needs to remove the car every two hours whereby a big unused Van parked for more than many months in the unlimited parking area. It does not make logical at all, therefore parking rules and regulation in the Sepanaukio area should be revised.
